Applying for FY2017 City Council funding

I want to thank community organizations for the work that they do on behalf of all New Yorkers, especially in my district. I am happy to be able to provide vital funding and support so that they are able to continue thier important missions!

 

Below are guidelines regarding funding from the Fiscal Year 2017 New York City Budget (FY 2017 -- July 1, 2016, through June 30, 2017).

 

Applications for Council Discretionary Member Item funding MUST be completed online. Funding applications are available on the City Council’s website, http://council.nyc.gov. 

 

As in previous years, I will host a city council budget funding workshop for organizations that wish to apply to me for discretionary funding. The details are as follows:

 

FY 2017 Council Discretionary Member Item Funding Workshop

Date:               Thursday, February 4, 2016

Time:              6:30–9 p.m.

Location:        Staten Island Museum

                        Snug Harbor Campus, 1000 Richmond Terrace, Building A

 

For organizations applying for discretionary expense funding who are unable to complete the funding application online (i.e., organization does not have access to a computer and/or the internet, or does not have anyone technologically proficient in the use of a computer and/or the internet), my Director of Legislative and Budget Affairs, Edwina Frances Martin, Esq., will be available on the following date to offer assistance:

Once again, the deadlines to submit completed online FY 2017 applications are as follows:

  • February 12, 2016 – FY 2017 capital funding applications to the borough president and city council or Department of Cultural Affairs for the same project must be completed no later than 5 p.m.;

  • February 22, 2016 – FY 2017 expense funding applications must be completed no later than 5 p.m.; after 5 p.m. expense applications will be removed from the city council website;

  • March 25, 2016 – FY 2017 capital applications to the city council or Department of Cultural Affairs only must be completed no later than 5 p.m.

  • There will be NO EXCEPTIONS OR EXTENSIONS for late funding applications so it is imperative that application be submitted by the appropriate deadline.

 

I also require all CBOs applying for discretionary funding through my office to send me copies of COMPLETED applications no later than Monday, February 15, 2016. Funding applications will not be reviewed by my staff or considered by me unless I receive copies of completed applications to my City Hall office. Please include a cover letter with:  a brief description of the request; the funding amount requested; the demographic to be served with the funds; and the services to be provided.

RE: FY 2017 Discretionary Funding Application Materials

 

Finally, following is additional information that may be required in connection with FY 2017 Discretionary Funding Application:

  1. Prequalification Application: Organizations seeking over $10,000 in aggregate TOTAL funding (which includes funding from either a single member or multiple members) must apply for prequalification through the NYC HHS Accelerator, http://www1.nyc.gov/site/hhsaccelerator/index.page. While there is no deadline for completion of the prequalification application, it is highly recommended that you do so as soon as possible. Failure to prequalify your organization will delay receipt of your city council funding.

  2. CHAR 500 Form: An updated CHAR 500 form is required by every organization in order to qualify for funding. If your organization is exempt from filing a CHAR form, then you must complete the “Certification of Exemption from Requirement to Register with the New York State Charities Bureau”, which is included in the online application.

  3. Organization Contact Information: My office will primarily contact your organization via email. Please make sure that an updated email address for your organization’s primary contact person is included in all completed applications prior to mailing them to my City Hall office.
